INVITATION TO TENDER
Acquisition of a Curatelle Information System
The Department of Information Communications Technology (DICT), on behalf of the Curatelle Office, invites qualified Developers to submit proposals for the Acquisition of a Curatelle Information System (CIS).
The proposed CIS aims to digitize and streamline the management of estates, executorships, absentees, co-ownerships, and succession matters in accordance with the Curatelle Act, 2021.
1. A centralized digital platform to manage and monitor all Curatelle cases, assets, and beneficiaries.
2. Modules for registration, tracking, and supervision of executors and administrators.
3. Secure document management and digital record-keeping capabilities.
4. Automated workflows for approvals, reporting, and notifications.
5. Integration with other relevant government systems (e.g., Registrar, Judiciary, Lands, and Finance systems).
6. Role-based access control to ensure data confidentiality and compliance with data protection standards.
7. Provision of infrastructure and hosting requirements (server sizing, backup, and security).
8. Onsite customization, installation, testing, and implementation of the system.
9. Training of Curatelle Office staff and DICT technical personnel.
10. Post-implementation support and a minimum one-year maintenance and warranty period.
Delivery Period: Within Nine (9) months from Award of the Contract
Eligibility Conditions:
The Bidder should be:
a. a locally registered entity (provide certified copy of business/company registration documents)
b. should be registered for tax purposes if a local entity (provide copy of TIN and/or Tax Clearance Certificate)
c. The Bidder must provide evidence of experience in undertaking similar assignment (i.e., provision of custom made)
