Acquisition of a Curatelle Information System

The Department of Information Communications Technology (DICT), on behalf of the Curatelle Office, invites qualified Developers to submit proposals for the Acquisition of a Curatelle Information System (CIS).

The proposed CIS aims to digitize and streamline the management of estates, executorships, absentees, co-ownerships, and succession matters in accordance with the Curatelle Act, 2021.

1. A centralized digital platform to manage and monitor all Curatelle cases, assets, and beneficiaries.
2. Modules for registration, tracking, and supervision of executors and administrators.
3. Secure document management and digital record-keeping capabilities.
4. Automated workflows for approvals, reporting, and notifications.
5. Integration with other relevant government systems (e.g., Registrar, Judiciary, Lands, and Finance systems).
6. Role-based access control to ensure data confidentiality and compliance with data protection standards.
7. Provision of infrastructure and hosting requirements (server sizing, backup, and security).
8. Onsite customization, installation, testing, and implementation of the system.
9. Training of Curatelle Office staff and DICT technical personnel.
10. Post-implementation support and a minimum one-year maintenance and warranty period.

Delivery Period: Within Nine (9) months from Award of the Contract

Eligibility Conditions:

The Bidder should be:
a. a locally registered entity (provide certified copy of business/company registration documents)
b. should be registered for tax purposes if a local entity (provide copy of TIN and/or Tax Clearance Certificate)
c. The Bidder must provide evidence of experience in undertaking similar assignment (i.e., provision of custom made)

The Lands Department with the assistance of the Department of Information Communications Technology (DICT), intends to tender out the development of a new Land Valuation System (LVS) and is inviting tenders from Software Suppliers for the provision of the LVS and this comprise of the following: 

1. Design, development and supply of the LVS online software product/license.
2. Provision of the server hardware (& related hardware) requirements (server sizing) for running the LVS solution in a fully protected manner (i.e. if hardware of application level fails at one site, service is maintained by the other).
3. Onsite customization, installation and implementation of the online software.
4. Onsite training of Lands Department staff in the use of the LVS system aligned to the operational business processes of the different user groups.
5. Interfacing of the LVS to existing information systems or equipment (National Population Database (NPD), SeyID, Immigration Information System, Registration Division, Seychelles Planning Authority, Integration Financial Management Information System (IFMIS).
6. Training of in-house onsite IT and DICT personnel to provide 1st and 2nd level support for the LVS System.
7. Provision of a 1-year Enterprise Level Support contract for LVS System AFTER commissioning of the system.

 Delivery Period:  Within six (6) months from Award of the Contract

The LWMA with the assistance of the DICT, intends to tender out the development of a new LWMA Information Technology (IT) System and is inviting tenders from Software Suppliers for the provision of the System and this comprise of the following:  

1. Design, development or supply of the LWMA IT System online software product/license.
2. Provision of the server hardware (& related hardware) requirements (server sizing) for running the LWMA IT System solution in a fully protected manner (i.e. if hardware of application level fails at one site, service is maintained by the other).
3. Onsite customization, installation and implementation of the online software.
4. Onsite training of LWMA staff in the use of the LWMA IT System aligned to the operational business processes of the different user groups.
5. Interfacing of the LWMA IT System to existing information systems or equipment (National Population Database (NPD), SeyID, Seychelles Revenue Commission (SRC), Seychelles Licensing Authority (SLA), Registration Division and Digital Signature.
6. Training of in-house onsite IT and DICT personnel to provide 1st and 2nd level support for the LWMA IT System
7. Provision of a 1-year Enterprise Level Support contract for LWMA IT System AFTER commissioning of the system.

INVITATION TO TENDER

Development and Implementation of an Agriculture Information System – Phase 1: Foundation Systems

The Department of Agriculture invites qualified Developers to submit proposals for the Development and Implementation of an Agriculture Information System (AIS) – Phase 1: Foundation Systems for Core Agriculture Services.

The proposed AIS aims to digitize and streamline core agriculture services currently managed through manual and paper-based processes, improve efficiency, transparency and traceability, and provide a centralized digital platform to support better service delivery and informed decision-making.

The Employment Department with the assistance of the Department of Information Communications Technology (DICT) intends to tender for the design and development of the Employment Department Information System (EDIS) Phase 2 and is inviting tenders from Software Suppliers for the provision of the EDIS Phase 2 and this comprises of the following:

1. Design, development and supply of the EDIS Phase 2 online software product/license;
2. Provision of the server hardware (& related hardware) requirements (server sizing) for running the EDIS Phase 2 solution in a fully protected manner (i.e. if hardware of application level fails at one site, service is maintained by the other);
3. Onsite customization, installation and implementation of the online software.
4. Onsite training of Employment Department staff in the use of the EDIS Phase 2 online system aligned to the operational business processes of the different user groups;
5. Interfacing of the EDIS Phase 2 online system to existing information systems or equipment (NPD, SeyID, Immigration Information System, Registration Division, Employment Department modules, Department of Finance Cashier Module for payment of fees by external clients);
6. Training of in-house onsite IT and DICT personnel to provide 1st and 2nd level support for the EDIS Phase 2 online system;
7. Provision of a 1-year Enterprise Level Support contract for EDIS Phase 2 online system AFTER commissioning of the system.

1. Supply of the Home Care Information System (HCIS) online software product / license;
2. Provision of the server hardware (& related hardware) requirements (server sizing) for running the HCIS solution in a fully protected manner (i.e., if hardware of application-level failure at one site, service is maintained by the other);
3. Onsite customization, installation, testing and implementation of the online software.
4. Onsite training of SHCA staff in the use of the HCIS online system aligned to the operational business processes of the different user groups;
5. Interfacing of the HCIS to existing information systems or equipment;
6. Training of in-house onsite IT personnel to provide 1st and 2nd level support for the HCIS online system;
7. Provision of a 1-year Enterprise Level Support contract for HCIS online system AFTER commissioning of the system.

The Ministry of Investment Entrepreneurship and Industry with the assistance of the Department of Information Communications Technology (DICT) intends to tender for the Procurement of an Ease of Doing Business Portal and is inviting tenders from Software Suppliers for the provision of the Ease of Doing Business (EODB) Portal. This comprises of the following:

1. Design, development and supply of the EODB Portal software product/license;
2. Provision of the server hardware (and related hardware) requirements (server sizing) for running the EODB Portal solution in a fully protected manner (i.e. if hardware or application level fails at one site, service is maintained by the other);
3. Onsite customization, installation and implementation of the online software.
4. Onsite training of the staff of the Ministry of Investment Entrepreneurship and Industry and Seychelles Investment Board as well as other relevant stakeholders in the use of the EODB Portal online system aligned to the operational business processes of the different user groups;
5. Interfacing of the EODB Portal online system to existing information systems or equipment (NPD, SeyID, Immigration Information System, Registration Division, Seychelles Licensing Authority etc…);
6. Training of in-house onsite IT and DICT personnel to provide 1st and 2nd level support for the EODB Portal online system;
7. Provision of a 1-year Enterprise Level Support contract for EODB Portal online system AFTER commissioning of the system.

2. Provision of the server hardware (& related hardware) requirements (server sizing) for running the LMAIS solution in a fully protected manner (i.e. if hardware of application level fails at one site, service is maintained by the other).
3. Onsite customization, installation and implementation of the online software.
4. Onsite training of Lands Department staff in the use of the LMAIS system aligned to the operational business processes of the different user groups.
